Internationally transferred mitigation outcomes (ITMO)

Units transferred between countries under Article 6, requiring authorisation and a corresponding adjustment.

An ITMO is a mitigation outcome that one country transfers to another. The transfer is recognised only where the seller authorises it and adjusts its own accounting downward.

The concept's strength is fungibility across mechanisms; its difficulty is governance. Authorisation can be revoked or conditioned, and buyers must assess whether the host country's accounting infrastructure can honour the claim.

Frequently asked questions

Is an ITMO the same as a voluntary credit?

No. Authorisation and corresponding adjustment are what distinguish it, and they change the claim a buyer can make.

Why does authorisation matter?

Without it, the transfer is not recognised under Paris accounting and the double-counting safeguard is absent.
