Joint Implementation (JI)

The Kyoto mechanism through which one developed country could fund reduction projects in another and count the resulting units.

Joint Implementation operated between countries with quantified commitments, issuing emission reduction units from projects that reduced emissions below a baseline.

Its experience highlighted a structural risk: when both parties have an incentive to report generously, oversight weakens. That lesson informed the heavier scrutiny applied to later cooperative approaches.
